A Community-Focused Strategic Planning Process


2006-2008 Strategic Plan Summary


Fort Vancouver Regional Library District embarked on a strategic planning process in August 2004 to help the district align its services, programs and resources with the needs of the communities it serves in Clark, Skamania, Klickitat and southern Cowlitz Counties. The library gathered input from citizens on what they believe are the changes coming up in their communities that will impact library services over the next three to five years.

Community input was gathered in the following ways:
  • An open community forum held in Vancouver on Oct. 12, 2004. A tape of the meeting was re-broadcast on Fort Vancouver Television, Comcast Cable Channel 11.
  • A district-wide random phone survey in November 2004.
  • Surveys among various library stakeholder groups.
  • Casual discussions around the district during Fall 2004 with community representatives about local needs and future library services.
  • An online response form.
  • Two full-day work sessions by a 30-member citizen Planning Committee to develop recommendations on library service priorities.

FVRL staff then reviewed the Planning Committee's recommendations and community input, and drafted a set of recommended goals for Board review. After thorough review, the Board approved Goals I-IV on July 11, and Goal V on August 8, 2005. Staff is now preparing to collect baseline measurements and set schedules for 2006 implementation.
