Greater Vancouver Library Capital Facility Area Who will be able to vote on these ballot propositions? Residents within the "Greater Vancouver Library Capital Facility Area" (LCFA) will be able to vote on the two ballot propositions. The first ballot measure creates the LCFA (it has no funding attached to it), and requires 50% "yes" votes to pass. The second measure, authorizing facilities bonds, requires 60% "yes" votes to pass.
