Bulletin Boards and Spaces for Public Use


The Fort Vancouver Regional Library District maintains public bulletin boards and spaces for the distribution of informational materials in as many facilities as possible. These spaces are intended to further the Library's Mission by facilitating the exchange of diverse information and ideas.

Library bulletin boards and spaces for material distribution will be used to display and distribute information about the Library and Library sponsored programs and exhibits. If these spaces are not being used by the Library, they may, at the discretion of the Community Librarian, be made available for use by the public on equal terms, regardless of the beliefs or affiliations of individuals or groups requesting their use.

The terms for public use of bulletin boards and spaces for the distribution of materials are:
  • These spaces are available to organizations and individuals engaged in educational, cultural, informational, political, intellectual, and charitable activities.
  • Library bulletin boards are not available for the posting of information about political campaigns or issues that are currently on the ballot or being heard in the Legislature.
  • The library does make designated literature distribution areas available to make campaign literature available so library patrons can inform themselves about candidates and other election issues. In order to provide a balanced, representative information resource for citizens, with printed materials available on as many candidates and issues as possible, library staff will make every effort to inform political parties, candidates and campaign committees of this library service.
  • To insure equitable access to the spaces for the entire community, Community Librarians may establish criteria regarding the size of material to be displayed or distributed, the length of time materials may remain, and/or the frequency with which material may be posted or distributed by the same individual or group.
  • The Library reserves the right to remove time-dated material or materials, which do not comply with guidelines, established by the Community Librarian. The Library takes no responsibility for notifying users of the space when the supply of materials to be distributed is exhausted.
  • The provision of this space for public use does not constitute Library endorsement of the contents of notices or literature being distributed or of the beliefs of organizations or individuals using the space.
  • The Library retains the right to deny the space to any notices or material that do not comply with these terms. Violation of these terms may result in denial of future access to the space.
The Executive Director is responsible for the administration of this policy, for establishing administrative procedures for its implementation and for making the policy available for the public at each branch and via the Library's web site.
