Small Works
Fort Vancouver Regional Library District maintains its Small Works Roster, Consultant Roster and Vendor Roster in the MRSC Rosters online database. Interested businesses wishing to work with FVRL, please apply by visiting the MRSC Rosters website at mrscrosters.org, signing up annually, and selecting Fort Vancouver Regional Library District in your application.
In accordance with RCW 39.04.200 and 39.04.152, Fort Vancouver Regional Library District (FVRL) uses MRSC Rosters, a statewide online roster platform for Washington public agencies, to document small works roster contract awards and make award information publicly available.
Contractors interested in joining MRSC Rosters may visit www.mrscrosters.org for registration information.
A list of small works roster contract awards documented in MRSC Rosters is available online. Click here to access the MRSC Small Works Award Data page. To view FVRL award information, please search for “Fort Vancouver Regional Library District” or the specific project name.
Detailed price proposal quotations and award documentation are maintained by FVRL. Records are available for public inspection at Fort Vancouver Regional Library District – Operations Center, 2018 Grand Blvd, Vancouver, WA 98661. To request access to these records, please email public_records@fvrl.org.

Prevailing Wage
All public works projects require prevailing wages. If you are selected for an FVRL project, you are required to use the Department of Labor and Industries' online portal to submit your intent and affidavit for payroll. Already registered? You can link to the L&I portal here to get started. Intents and affidavits are required prior to payment. Note: FVRL cannot hire any contractors who have been debarred by the State of Washington.

Once on Planwell, you will see two documents: one is the Specifications/Project Manual (2,784 pages), and the other is the drawings. The Instructions to bidders start on page 15 of the specifications.
Submit a Written Request
Bidders and Sub-bidders requiring clarification or interpretation of the Bidding Documents shall make a written request directly to the Architect and Owner’s Representative at least seven (7) calendar days prior to the date for receipt of Bids. Submit questions to both:
